Transition Resources: Academic and Non-Profit
These documents provide resources for the transition to the next presidential administration from various academic institutions, as well as non-profit and advocacy organizations.
Academic Organizations
The Association of American Medical Colleges (AAMC) has issued its recommendations for health care reform entitled "Principles for U.S. Health Care Reform: A Guide for Policy Makers," which consists of general advice for academic, nonprofit, and public policy officials.
The Association of American Universities has issued two documents that provide recommendations for the next administration:
- "Science as a Solution: An Innovation Agenda for the Next President" that discusses, among other recommendations, elevating the role of science and technology advisors in the next administration.
- AAU also has a list of eight key policy recommendations for the next president regarding S&T issues.
The Johns Hopkins University Office of Government, Community and Public Affairs has created a 2008-2009 U.S. Presidential Transition website with information on the transition including reports from various organizations and links to other information sources.
The University Corporation for Atmospheric Research (UCAR) and seven partner organizations have released a report entitled "Actions to Make Our Nation Resilient to Severe Weather and Climate Change" that describes their recommendations for Congress and the next presidential administration with regard to addressing those issues.
Non-Profit and Advocacy Organizations
American Geological Institute - has released a transition document entitled "Critical Needs for the Twenty First Century: The Role of the Geosciences" that descibes seven critical needs facing the global community and policy measures that can address them.
American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) - has provided a transition document entitled "Achieving National Energy Goals for Buildings: Challenges and Opportunities Facing a New President and Congress."
American Society for Microbiology (ASM) - has drafted recommendations for the new Administration’s transition team on key issues regarding science, research and public health.
Alliance for Science and Technology Research in America (ASTRA) - is seeking signatures for its "10 Points for America's Future" petition to President-Elect Obama, which advocates measures such as increases in government funding for basic R&D, strengthening efforts to seek top foreign talent in S&T fields, and review of federal laws and regulations that may inhibit innovation.
- "Change for America: A Progressive Blueprint for the 44the President," a volume of analysis and recommendations for the next administration produced in cooperation with the New Democracy Project
- Science Progress, which frequently posts commentary about the future of science policy.
Consortium of Social Science Associations (COSSA) - has sent a memorandum to President-Elect Obama that outlines their recommendations for the new administration, including early appointment of a White House science advisor, doubling of NSF funding in accordance with the America COMPETES Act, and improvements for a variety of government-funded social and behavioral research programs.
Council on Competitiveness - has put forth its "100-Day Energy Action Plan" for the next president
Council for Excellence in Government - has released the 2008 edition of the "Prune Book" with descriptions of top positions in the new administration.
Federation of American Societies for Experimental Biology (FASEB) - has a page with news and resources related to the transition, as well as a page with information on President-Elect Obama's positions on S&T policy.
Joint Ocean Commission Initiative - has prepared its recommendations for the next administration in dealing with management and scientific research of the world's oceans. The document is entitled "Changing Oceans, Changing World: Ocean Policy Priorities for a New Administration and Congress" and it is available at the organization's website.
National Association of Manufacturers - has sent an open letter to President-Elect Obama with their recommendations for addressing issues such as energy, the environmental, technology, and others.
OMB Watch - has a transition website that includes three reports with recommendations for the next administration and Congress that deal with government transparency, regulatory reform, and charity and security networks.
Presidential Climate Action Project (PCAP) - has prepared a set of recommendations for the next president entitled "The 100 Day Action Plan to Save the Planet," which is available on the organization's website.
